India Urges UN Security Council Reforms, Seeks Equal Veto Power for All Members

Date:

India has reiterated its call for significant reforms in the United Nations Security Council (UNSC), emphasizing the need for changes in membership categories, regional representation, council size, working methods, and the use of veto power. India’s Permanent Representative to the United Nations, Parvathaneni Harish, highlighted these points during a recent address at the UN, stressing that the reform process should consider all these elements collectively rather than isolating the veto issue.

Harish underscored that the veto power, currently held by the council’s five permanent members—the United States, the United Kingdom, France, Russia, and China—carries considerable responsibility and should be wielded with restraint, particularly in matters concerning international peace and security. He argued that the misuse of veto power by a few countries has weakened the council’s credibility and effectiveness. To date, the veto has been used 331 times, predominantly by three of the permanent members.

India maintains that any new framework for permanent membership should ensure equal rights and responsibilities, including access to veto power. Harish warned against establishing a separate category of permanent members without equivalent veto rights, as this could further complicate the reform process. The country is pushing for a more representative and accountable Security Council that can better address contemporary global challenges.

Additionally, India expressed support for the Common African Position, which advocates for a unified approach by the African Union towards reforming the Security Council. This stance aligns with India’s broader push for a Security Council that reflects current global realities and power dynamics.

The reform discussion includes a 2022 initiative that requires the UN General Assembly to hold a debate whenever a veto is used, a move aimed at enhancing accountability. India’s call for reform is part of its ongoing efforts to reshape the UNSC into a body that is more responsive and effective in maintaining international peace and security.
